How much does heating and cooling cost?
What your system is actually sized for
Contractors size equipment against design temperatures, not record extremes. For both Bucks and Montgomery County those are 18°F for heating and 90°F for cooling — the 99% and 1% design conditions published for load calculations. Both counties are IECC Climate Zone 4A, mixed-humid, along with Philadelphia, Delaware and Chester — the southeastern corner of a state that is otherwise Zone 5 and Zone 6.
This matters when you are reading quotes. A proper Manual J load calculation works from those design conditions plus your actual house — insulation, windows, orientation, air sealing. Sizing from square footage alone, or from whatever was there before, is how houses end up with oversized equipment that short-cycles, never dehumidifies properly in August, and wears out early. If a quote arrives with a tonnage and no load calculation behind it, that is a fair thing to ask about.
Why heat pumps are a different conversation here
An 18°F design temperature is comfortably inside the range where a modern cold-climate air-source heat pump can carry a house's full heating load without supplemental heat running most of the winter. That is not true everywhere in Pennsylvania — the Zone 5 and Zone 6 parts of the state are a harder case — and it is the main reason advice written for "Pennsylvania" generally is a poor guide to this specific corner of it.
Statewide, natural gas is still the dominant heating fuel at about 52% of homes, with electricity at 26% and fuel oil at 13%. Oil is concentrated in the older and more rural housing, which in this region means the upper end of both counties and the properties that never had a gas main run past them. For those houses the comparison is not gas versus heat pump — it is oil delivery versus a heat pump, which is a very different arithmetic.
Houses without basements
Ductwork is usually the constraint, and where it can go depends on how the house was built.
The 17,311 Levittown homes built between 1952 and 1958 were put up slab-on-grade with no basements, spread across four municipalities in lower Bucks. There is no basement to run trunk lines through and no crawlspace underneath. That pushes the work into attics, closets, soffits — or toward ductless systems, which is often why a ductless quote and a ducted quote for apparently similar houses come back so far apart.
The older boroughs have the opposite problem: full basements and plenty of room underneath, but plaster walls, balloon framing and no obvious chase to get a supply run upstairs.
Permits and replacements
Replacing a furnace, an air handler or a condenser needs a permit in essentially every municipality here. Pennsylvania's code requires one for the installation, alteration or replacement of any mechanical system, and Doylestown Borough states directly that any new installation of heating or air conditioning equipment requires a permit, replacements included.
Outdoor equipment is also subject to zoning. A condenser or a heat pump's outdoor unit counts as mechanical equipment, and several municipalities will not allow it in a required setback yard — worth confirming before the equipment arrives rather than after.
Permits here are municipal, not county. Pennsylvania's Uniform Construction Code sets the floor, but over 90% of the state's 2,562 municipalities administer and enforce it themselves, each with its own office, fees and inspection scheduling. Every municipality in Bucks County has opted in. Municipalities that opted in before 1999 may also carry local amendments that exceed the state baseline — and the state openly says it has no record of what those amendments are, so there is no central place to look them up.
One thing worth knowing in advance: the sewage and well permits go the other way. Those are issued by the county health department, not your township. A project that touches both — a bathroom addition on a septic system, say — needs two offices rather than one.
Pennsylvania requires anyone doing more than $5,000 a year of home improvement work to register with the Attorney General's office. Registration numbers start with "PA", carry minimum insurance requirements, and are searchable on the state's public register. Contracts for work over $500 must also give you three days to cancel. Asking for the number is reasonable and every registered contractor expects it.

Common questions
Will a heat pump actually work through a Pennsylvania winter here?
In Bucks and Montgomery County the design temperature is 18°F, which is well within the range a modern cold-climate air-source heat pump handles without relying heavily on backup heat. These two counties sit in IECC Climate Zone 4A — milder than most of Pennsylvania, which is Zone 5 and Zone 6 — so general Pennsylvania advice tends to be more pessimistic than this corner of the state warrants.
How do I know if a quote is sizing the equipment properly?
Ask whether a Manual J load calculation was done, and what design conditions it used. For both counties that should be 18°F heating and 90°F cooling. Sizing from square footage, or from whatever equipment is there now, is how a house ends up oversized — which short-cycles, dehumidifies poorly in humid weather, and shortens equipment life.
Why is a ductless quote so different from a ducted one?
Usually because of where the ducts could physically go. Houses built slab-on-grade with no basement — the Levittown developments in lower Bucks are the largest example, at over 17,000 homes — have nowhere underneath to run trunk lines, so ducted work moves into attics, closets and soffits. That difference in labour, rather than the equipment itself, is often most of the gap.
Do I need a permit to replace a furnace or air conditioner?
Yes, in essentially every municipality in these counties. Pennsylvania's Uniform Construction Code requires a permit for the installation, alteration or replacement of any mechanical system, and permits are issued by your township or borough rather than the county. Outdoor units may also be subject to setback rules, so where the condenser can sit is worth confirming early.
